Brown pork chops in oil in skillet. Sprinkle with salt and sage. Place in a baking dish. Top with apple rings; sprinkle with sugar. Blend flour into oil in skillet; stir until brown; add water and vinegar. Cook until thickened. Add raisins and pour over pork chops. Bake at 350° for 1 hour.
