To make stuffing sauté bacon with onion; mix in bread crumbs; add parsley, celery salt, and sage. Sprinkle steak with salt and pepper. Spread each portion of steak with dressing and roll up. Hold together with toothpicks. Place in a large skillet; pour bouillon over; cover and simmer 1 hour. Pour on tomato sauce; cover and simmer another 45 minutes or until done. If gravy is thin, uncover and cook until it thickens.
