Sift together the flour, sugar, cocoa powder and salt. Beat in the buttermilk, oil and vanilla until smooth.
Grease a 9 by 12-inch baking pan with non-stick spray. Pour the batter into the pan. Bake at 375 degrees for 30 minutes or until a toothpick can be removed free of batter. Cool in the pan for 10 minutes and turn onto a wire rack to finish cooling. Dust with confectioner’s sugar or frost when fully cooled.
