Boil the sugar and water until the syrup spins threads when dropped from the back of a spoon.
Beat the egg whites until foamy, add the cream of tartar and continue beating until stiff. Slowly add the syrup beating constantly until the frosting holds its shape. Stir in the vanilla, lemon juice and lemon rind. Cool to room temperature before spreading.
