Stir together the flour, sugar, baking powder and salt. Add the oats, raisins, nuts and chocolate chips and stir well. Add the oil, egg substitute, orange juice and zest and mix until well blended.
Drop the dough by the teaspoonful on a cookie sheet covered with parchment paper 1 ½ inches apart.
Bake for 10-12 minutes at 400 degrees until lightly browned. Remove with a spatula and cool on a wire rack.
