Cream the margarine and sugar until fluffy. Beat in the water and vanilla extract. Blend in the flour, then the pecans and chocolate bits.
Shape the dough into 1-inch balls using 2 teaspoons, place on a cookie sheet covered with parchment paper and flatten slightly with the base of the hand.
Bake at 350 degrees for 20 minutes, remove with a spatula to a wire rack to cool.
