Cream together the margarine and ¾ cup sugar. Add the egg substitute and lemon zest.
In a separate bowl, blend the flour and baking powder, stir this into the margarine and mix well.
Drop the batter by the tablespoonful onto a cookie sheet covered with parchment paper 2 inches apart and flatten with the bottom of a water glass.
Bake for 8 to 10 minutes at 375 degrees until the edges are lightly browned. Sprinkle with the ¼ cup of sugar, remove from the cookie sheet with a spatula and place on a wire rack to cool.
