Preheat oven to 350°. Sprinkle the chicken with salt and pepper. Spread each breast half lightly with mustard; set aside.
On a large square of heavy-duty foil, alternate slices from one potato and one onion so that they overlap slightly. Repeat with the remaining onion and potato on another square of foil. Sprinkle half of the carrot strips over one, the rest over the other. Divide the mushrooms between the pieces of foil. Cut the butter into bits and sprinkle over the vegetables. Lay a chicken breast half on each pile of vegetables. Sprinkle both liberally with paprika.
Seal the foil and lay the packets on a cookie sheet. Bake for 25-30 minutes, or until the chicken is done and vegetables are tender. Serve at once.
