In large saucepan over low heat, melt 2 tablespoons of the butter; stir in flour. Remove from heat and stir in broth and cream, stirring constantly until smooth. Put back on heat and cook on medium, stirring until thick. Set aside.
In 10-inch skillet, sauté mushrooms and green pepper in remaining butter. Cook until pepper is wilted and mushroom liquid evaporated. Stir into above sauce with turkey and pimento and season with salt, pepper, and paprika. Heat through. Serve on baked pastry shells.
