Combine vinegar and sugar in a heavy pan until sugar is dissolved. Cook over medium heat to soft-crack stage (between 270° and 290° on candy thermometer). Do not undercook. Remove from heat and add soda and butter. Pour onto greased platter to cool. When cool enough to handle, grease or butter hands, and pull until white. Cut into pieces and wrap in wax paper.
