Slice frankfurters, green pepper, and onion sauté in Dutch oven until tender. Sprinkle elbow macaroni on top. Add tomatoes, water, bay leaf, salt, and pepper. Cover and simmer until macaroni is tender, about 10 minutes. Stir in cheese. Remove bay leaf and serve.
