Cut shortening into dry ingredients. Add water. Mix. Divide dough into 6 (8-inch) circles (roll). Combine round steak with diced potatoes, carrots, celery, and onion; season to taste. Divide meat and vegetable mixture over the 6 circles. Brush edges of pastry circles with water. Fold into semicircles and seal edges. Cut 1/2-inch slits on top. Place on cookie sheet. Pour about 1 tablespoon of water into each pastie through slit. Also add about 1 teaspoon butter. Bake about 1 hour; bake at 450° for first 10 minutes, reduce heat to 350° to finish. Serve with gravy or ketchup.
