Melt caramels and 1/3 cup evaporated milk together. Mix together cake mix, margarine, 1/3 cup evaporated milk, and chocolate chips. Grease 9x13-inch pan. Press 1/2 dough in pan; spread with caramel mixture. Top loosely with rest of dough. Bake 30 minutes at 350°.
