Combine in large saucepan sugar, cocoa (if desired), salt, margarine, water, and peanut butter. Bring to rolling boil on medium heat; stir as needed to prevent sticking. Remove from burner and add oatmeal, powdered milk and raisins; mix well, then add vanilla. Drop by teaspoons onto wax paper or cookie sheet sprayed with nonstick spray. Let stand till cool.
