Bar:
Preheat oven to 350°. Combine oatmeal, flour, brown sugar, and baking soda. Add margarine and mix thoroughly. Pat 2/3 of mixture into bottom of a 9x13-inch pan. Bake for 15–20 minutes. Cool.
Filling:
Mix and bring to a boil. Reduce heat. Boil 5–10 minutes, stirring constantly to avoid scorching. Pour over crumb layer and cover with remaining crumbs. Bake for 20 minutes. Cool and cut into bars.
