Combine vinegar, sugar, water, salt, ketchup, and soy sauce and set aside. This makes enough sweet and sour sauce for 2 pounds of chicken drummettes.
Roll chicken drummettes in cornstarch. Brown in Crisco. Place in baking dish. Pour mixture over chicken. Bake at 350° for 20 minutes. Turn chicken and bake 15 minutes.
