In hot oil, sauté garlic, salt, ginger and pepper until garlic is golden. Add meat and brown 2 minutes. Remove meat. Add green pepper and onions. Cook 3 minutes. Mix water with cornstarch and add to mixture. Return meat to pan and add all remaining ingredients. Simmer until thick. Serve over hot rice.
