Whisk eggs together with chives, salt, pepper and water; set aside. Melt butter in a skillet over medium-high heat; pour in egg mixture. As eggs begin to set, push them gently toward center with a spatula so that uncooked egg can flow toward sides of skillet. When eggs are partially set, add cream cheese. Continue cooking for one more minute, or until eggs are set but still moist, stirring occasionally.
