Combine potatoes, celery and ham in a bowl and toss lightly stir in shallots or green onion, parsley and capers. Blend vinegar and lemon juice sprinkle over potato mixture, tossing lightly. Sprinkle with salt and pepper to taste. Add cream to moisten and toss salad again. Spoon immediately onto lettuce and garnish with olives.
