Boil green beans, uncovered, for 2 minutes. Drain plunge beans into cold water. Drain cut off stems and ends. Set aside. Melt butter in a 12" skillet whisk in flour until smooth. In a small bowl, combine sugar and broth together add to flour mixture. Bring to a boil stir for one minute. Reduce heat mix in vinegar without boiling. Season with pepper add beans and bacon, heating until warmed.
