Preheat oven to 350°. In a mixing bowl, combine flour, baking powder, salt, and butter. Work until butter is fine crumbs. Blend in cheese and milk; do not overmix. Roll dough out lightly into a 10x12-inch rectangle, about 1/3 inch thick. Sprinkle blackberries on top, then add 1/2 cup white sugar, the brown sugar, and nutmeg.
Starting from the long edge, roll up dough like a jellyroll and transfer to a greased baking sheet, placing it seam-side-down. Pinch edges together and fold under. Pat roll into a tidy bundle and sprinkle remaining 2 tablespoons white sugar on top. Bake for 45 minutes or until the roll is golden brown. Slice and serve warm in bowls with cream.
