Mix cake mix together with butter. Divide it in half and spread half in a 9x13-inch pan; bake at 350° for 10 minutes. Remove from oven; sprinkle with chocolate chips. Drop frosting by teaspoonfuls on top of chocolate chips. Combine milk with reserved batter and drop on top of frosting by teaspoonfuls. Bake at 350° for 30–35 minutes, or until top appears dry. Cool completely before cutting.
