Cinnamon Syrup:
Combine all ingredients except the milk and bring to a full boil in a medium-size pot. Cook for 2 minutes, stirring constantly. Let cool a full 5 minutes. Add milk, and serve warm.
Batter:
While waiting for the syrup to cool, mix all the batter ingredients in a large bowl. Spoon onto a greased pancake grill or frying pan and cook over medium-high heat.
