Layer potatoes, meat, and chiles in greased 9x13-inch baking dish or evenly into individual ramekins. Beat together eggs, salt, pepper, dry mustard, and milk. Pour over top of casserole. Sprinkle with grated cheese. Bake at 350° for 1 hour. Can be prepared and refrigerated overnight. Garnish with salsa.
