Cream 1/2 stick butter with 4 tablespoons sugar. Blend in flour. Spread onto greased 8-inch square pan, and bake at 350° for 20 minutes. In saucepan, mix together remaining 1/2 stick butter, 2 tablespoons sugar, condensed milk, and pecans and cook, stirring until mixture leaves sides of pan. Add vanilla. Pour over shortbread. Cool. Spread melted chocolate over toffee. Cool. Cut into squares.
