Stir together sour cream or buttermilk and baking soda in a small bowl; set aside. In a large bowl, combine flour, sugar, baking powder, cream of tartar and salt. Cut in butter with a pastry blender; mix in chocolate chips. Add egg and vanilla to sour cream mixture; stir into dry ingredients just until moistened. Turn dough out onto a lightly floured surface; roll or pat out into a round about 3/4-inch thick. Cut into wedges or cut out circles with a large round cookie cutter. Place on 2 lightly greased baking sheets; sprinkle with sugar. Bake at 350 degrees for 12 to 15 minutes, or until golden.
