Place potatoes in a large bowl. Brown bacon pieces in a skillet until crisp; drain on paper towels. Cook onion, celery, dill pickle, and cabbage in bacon drippings until limp; add bacon. In a separate saucepan, heat water, vinegar, sugar, salt, paprika, and mustard; pour these ingredients over bacon mixture. Immediately pour all over potatoes and toss to coat. Add parsley or chives.

Make this easier by using 1/2 cup frozen seasoning mix for the chopped celery and onion.
