Brown the chiles and onions in oil. Add the ground beef and stir until browned. Drain. Add the remaining ingredients and simmer slowly for 20 minutes.
Variation: Use 1 (16-ounce) can peeled tomatoes instead of the sauce and add 1/4 teaspoon cumin and 1/2 cup chopped celery. Stir in one cup cooked macaroni and lay strips of American cheese over the mixture. Heat until it melts. Or add 1/2 teaspoon crushed oregano and 1/4 teaspoon garlic powder. Serve over rice or macaroni.
