Mix sugar, eggs, oil, flour, salt, baking powder, and vanilla. Spread half of mixture in greased 9x13-inch pan. Spread can of pie filling over this evenly. Spread remaining batter over pie filling. Sprinkle with sugar and cinnamon. Bake 30–40 minutes at 350°. Drizzle powdered sugar frosting (powdered sugar and water) over top.
