Cut scallops in quarters. Melt butter. Add scallops, grated lemon rind, and garlic. Cook for 2–3 minutes. Add dill and cook 30 seconds more. Cool to room temperature. Add cheese, mayonnaise, and pepper and mix well. (Can be prepared up to a week in advance; cover and refrigerate.)
Place mixture on toast rounds, sprinkle with paprika, and run under broiler for 2–3 minutes. Serve hot. Puffs can be frozen after broiling.
