In a large bowl, combine flour, oats, 3/4 cup brown sugar and butter, mixing until crumbly. Remove 1-1/2 cups of mixture and set aside for topping. Press remaining mixture into bottom of a 13"x9" baking pan lined with non-stick aluminum foil. Bake at 350 degrees until lightly golden, about 15 minutes. Set aside. In a medium bowl, beat cream cheese until smooth. Add condensed milk and lemon juice, whipping until completely combined. Pour evenly over warm crust. Spoon cranberry sauce into a bowl, stirring gently to blend. Add remaining brown sugar and cornstarch; mix to combine well. Drop cranberry mixture by tablespoonfuls over cream cheese layer. Sprinkle top with reserved crumb mixture. Bake at 350 degrees for 45 minutes, or until top is golden. Refrigerate until chilled. Cut into bars.
