In a small bowl, stir together mustard, horseradish, basil, thyme, tarragon and pepper. Spread mixture evenly over both sides of steaks. Wrap each steak individually with plastic wrap; refrigerate overnight. When ready to bake, spray a glass 9"x9" baking pan with non-stick vegetable spray. Unwrap steaks and sprinkle with salt. Arrange steaks in baking pan and bake at 400 degrees to desired doneness, 30 minutes for medium-rare, 60 minutes for well-done.
