It is one of the basic ingredients of many liqueur recipes. It is made by simmering equal volumes of water and sweetener for about 5 minutes. Sweeteners can be cane sugar, brown sugar, or honey. Powdered sugar is not suitable because it has a starch filler and will make a cloudy syrup.
