Heat oil in a large skillet or Dutch oven over medium-high heat. Brown roast for about 5 minutes on each side; drain. Add roast to a large slow cooker; top with onions. Combine remaining ingredients in a small bowl; pour over roast. Cover and cook on low setting for 6 to 8 hours, until beef is tender.
