Melt butter in a saucepan over medium heat. Whisk in flour, salt, pepper, Worcestershire sauce and mustard until smooth. Gradually add milk; boil for 2 minutes or until thickened, whisking constantly. Reduce heat; add cheese, stirring until melted. Transfer to a fondue pot or mini slow cooker and keep warm. Serve with bread cubes for dipping.
