Wash and trim broccoli. Separate stem from flowerets cut stem lengthwise into 3 or 4 pieces, then cut in half crosswise. Separate branches of flowerets. In large saucepan bring water and 1/4 teaspoon salt to boil add broccoli, lower heat and cover. Simmer 5 to 7 minutes or until broccoli stems are barely tender when pierced with paring knife. In meantime, in small saucepan melt butter stir in flour and pinch salt add orange juice. Cook and stir until thick and smooth. Serve over hot drained broccoli.
