In a small bowl, stir olive oil, vinegar, and garlic set aside.
Place corned beef in a food processor bowl. Cover and process just until coarsely chopped. Add sour cream and process with on-off bursts until moistened and meat is finely chopped, but still fluffy.
Mound onto center of a serving platter. Sprinkle with salt and pepper. Evenly layer in order, green onions, lemon rind, then capers. Sprinkle oil mixture over the top. Serve or cover with plastic wrap and chill up to 3 hours.
Up to 1 hour before serving, sprinkle top with parsley. Serve with crackers or bread.
