Combine flour, salt, paprika and pepper in a plastic zipping bag add sirloin, shaking to coat. Melt butter in a 12" skillet over medium heat brown sirloin with garlic. Add broth, water and mushrooms mix well. Bring to a boil reduce heat and simmer, covered, until meat is tender, about 30 minutes. Stir in sour cream heat thoroughly. Do not boil.
