Slice steak into 1/4-inch wide strips brown in a 12" skillet with margarine. Sprinkle with garlic powder pour in beef broth. Cover simmer for 20 minutes. Add onions and peppers cover and simmer 15 minutes. Whisk cornstarch, water and soy sauce together in a small bowl stir into meat mixture. Stir and heat until thickened add tomatoes and heat thoroughly.
