Grease and flour tube pan. Sift together the flour and salt. In a mixer bowl, cream butter and sugar. Add 4 eggs one at a time, mixing between each addition. Melt chocolate chips; add chocolate syrup. Mix soda and buttermilk and add to butter, sugar and egg mixture. Blend in flour, then chocolate mixture, and add vanilla. Pour into prepared pan and bake 2 hours at 300°.
Icing:
Put sugar, evaporated milk and butter in a saucepan over medium heat and bring to a boil. Boil 10 minutes. Add chocolate chips and vanilla. Beat until smooth and well mixed. Spread or pour over cooled cake.
