Mix together food coloring and cocoa into paste and let stand. Cream shortening and sugar. Add eggs and coloring paste and mix well. Add buttermilk by hand. Add flour, salt, and vanilla. Beat well by hand. Add vinegar and baking soda. Bake at 350° for 30 minutes if using a 9x13-inch pan, or for 25 minutes in 3 (8-inch) cake pans.
Frosting:
Cook flour and milk until thick. Cool. Cream remaining ingredients, then add to milk mixture.
