In double boiler over simmering water, melt caramels with 1/2 can evaporated milk. Preheat oven to 350°. Combine cake mix with butter, remaining 1/2 can evaporated milk, and chocolate chips. Press 1/2 of dough into a greased 9x13-inch pan; top with caramel mixture. Spread evenly with remaining dough. Bake 30 minutes.
