Coat pork chops with 1/4 cup flour. Heat oil in large, heavy skillet over medium-high heat. Fry chops in hot oil on both sides till golden brown, about 10 minutes; season with salt and pepper to taste while frying. Remove chops and set aside, reserving drippings.
Combine evaporated milk and water; set aside. Heat pan drippings over medium-high heat till hot, then add remaining 1/4 cup flour; cook, stirring constantly, about a minute. Add milk-water mixture, and stir quickly to blend. Bring to a boil, and boil 1 minute, then lower heat and simmer about 5 minutes. Season with salt and pepper to taste. Add pork chops to gravy, and simmer over medium-low heat till very tender, about 30 minutes.
