1. Bring water to a boil and add pork. Bring to a boil again then simmer, covered, 1 hour. Drain, reserving liquid for stock. Let meat cool.
2. Cut pork against the grain in slices 1/16-inch thick. Seed and dice green pepper. Cut leek stalk in half lengthwise, then crosswise in 1-inch sections. Mince ginger root and garlic. Mash brown bean sauce.
3. Heat oil stir in salt. Add ginger, garlic and brown bean sauce and stir-fry a few times. Add leek sections and stir-frv 1/2 minute more.
4. Add pork, green pepper, sugar and sherry stir-fry 2 minutes.
5. Combine hoisin sauce and remaining water. Add and stir-fry 1 minute more. Serve sprinkled with red pepper oil.
