Heat oven to 350° F. Combine beef, onion, celery, parsley, and macaroni or rice and sprinkle lightly with salt and pepper to taste. Put in buttered 9 x 5 x 3-inch loaf pan. Whip together eggs and milk with 2 tablespoons cheese. Pour over beef mixture. Set loaf pan in larger pan containing 1 inch boiling water and bake for 30 minutes. Remove and sprinkle with mixture of remaining 2 tablespoons cheese and cracker or bread crumbs. Return to oven and bake another 10 minutes or until knife inserted near center comes out clean and top is golden.
Note: This recipe can be doubled and baked in a buttered 11 x 7-inch baking dish.
