1. Heat oven to 350°. Grease a 9 x 9 x 2-inch baking pan.
2. Sift together flour, cocoa, and salt. Beat butter and brown sugar in a large bowl with electric mixer until fluffy. Beat in eggs and vanilla. On low speed, gradually beat in flour mixture. Spread half of the dough in prepared pan. Sprinkle evenly with white chocolate chips. Press into dough. Cover with remaining dough. Arrange cherries on top making 4 rows of 4, about 2 inches apart.
3. Melt chocolate chips in condensed milk. Stir in enough cherry juice to make a creamy topping. Cover each cherry with a heaping tablespoonful of topping. Bake 25 to 30 minutes until a toothpick inserted in center comes out clean. Cool on a wire rack. Cut between cherries to make 2-inch squares.
