1. Heat oven to 350°. Grease and flour an 11 x 7 x 1 1/2 -inch baking pan.
2. To make walnut-date layer, mix flour, baking soda, cinnamon, nutmeg, and salt. Beat brown sugar and butter in a medium bowl with electric mixer until creamy. Beat in egg, orange rind, and orange juice. On low speed, gradually beat in flour mixture. Stir in nuts and dates. Spread in prepared pan. Bake 25 to 30 minutes until browned. Cool on a wire rack.
3. To make glaze, mix egg yolk, orange rind, 1 tablespoon of the orange juice concentrate, and vanilla. Gradually stir in powdered sugar. Add additional orange juice concentrate by teaspoonfuls until of spreading consistency. Spread over walnut-date layer. Sprinkle with nuts. Cut into bars.
