1. Heat oven to 350°. Grease a 10 3/4 x 7 x 1 1/2 -inch baking pan.
2. To make chocolate layer, melt butter and chocolate together. Cool. Beat sugar, eggs, and vanilla in a small bowl with electric mixer. On low speed, beat in chocolate mixture, flour, and salt. Spread in prepared pan. Bake 20 to 25 minutes. Cool on a wire rack.
3. To make frosting, beat butter, rum, and vanilla in a small bowl with electric mixer. On low speed, gradually beat in powdered sugar. Spread over chocolate layer. Chill until frosting is firm, about 1/2 hour.
4. For topping, melt chocolate. Spread thinly and evenly over frosting. Chill until topping is firm. Cut into bars.
