1. Heat oven to 350°. Have baking sheets ready.
2. Place 1 cup of the oats at a time in a blender or food processor. Cover and blend or process until like flour. Mix oat flour, 2 1/2 cups of the flour, baking powder, baking soda, and salt. Mix dates and remaining 1/2 cup flour in a small bowl. Beat sugar, brown sugar, and butter in a large bowl with electric mixer until fluffy. Beat in eggs, milk, and vanilla. On low speed, gradually beat in flour mixture. By hand, stir in dates, nuts, and chips. Drop by rounded teaspoonfuls about 2 inches apart onto baking sheets. Bake 12 to 15 minutes until lightly browned. Cool on baking sheets 1 minute. Remove to wire racks to cool.
