1. Mix flour, cocoa, baking powder, and salt. Beat cream cheese, butter, and sugar in a large bowl with electric mixer until smooth. Beat in egg, liqueur, orange rind, and vanilla. On low speed, gradually beat in flour mixture. By hand, stir in 3 cups of the coconut and the chocolate chips. Chill 2 hours or overnight.
2. Heat oven to 350°. Have baking sheets ready.
3. Shape dough into 1 1/2 -inch balls. Roll in remaining coconut. Place about 2 inches apart on baking sheets. Bake 12 to 14 minutes until set (do not overbake). Carefully remove from baking sheets. Cool on wire racks.
